CASCADe 2007-2011

Over the past 4 years, the CASCADe programme, implemented by UNEP in partnership with the UNEP Risoe Centre and financed by FFEM (the Fonds Français pour l’Environnement Mondial) has supported 7 sub-Saharan African countries (Benin, Gabon, Madagascar, Cameroon, Mali, Senegal and the Democratic Republic of Congo) to generate carbon credits by providing technical assistance to project developers, support to national climate change institutions, and capacity building to a variety of stakeholders.

CASCADe has provided customized individual technical assistance to more than 25 selected projects, strengthened national CDM regulatory frameworks by addressing the legal, communication and technical needs of DNAs and enhanced project developers’ capacity in the 7 target countries with regards to forest carbon and bioenergy markets. It has also developed reference documentation and tools and established a francophone African network of expertise for the promotion of land use and bioenergy projects.

By supporting replicable projects in the forestry, agriculture and bioenergy sectors, CASCADe has opened up opportunities for African participation in the CDM and the voluntary carbon markets, and has demonstrated that solutions to climate change and deforestation are available.

The 12 most advanced projects supported by CASCADe will reduce or sequester a total of 297,500 tCO2e per year, thereby generating significant climate benefits.

Thanks to CASCADe support, 13 project developers now possess a finalized Project Design Document that enables them to attract carbon financiers’ attention while as many as 5 projects have reached validation stage and registration stage.

CASCADe has linked carbon credit buyers and developers, facilitated exchange between local and national stakeholders, and developed bilingual (English-French) reference documentation and an international expert network.

The experience gathered from CASCADe has contributed to the national and international policy debates regarding a more inclusive climate regime. UNEP is planning a follow-up programme called ‘CASCADe II’ that will support REDD+ project development and early stage REDD+ investments, including in the areas of improved forest management, afforestation/reforestation, agroforestry, forest-based bioenergy and soil carbon conservation.
